Scenario B outcomes

Scenario B offers an alternative long-term vision for New Westminster Schools. While still extending our planning to 2040, this path maintains our three-tier school system but slightly updates the grade groupings to K-6, 7-9, and 10-12.  

This scenario focuses on building two separate schools (a 1,000-seat elementary and a 1,000-seat middle school) on the Tweedsmuir super campus. The approach manages district enrolment through 2036 while planning for a new secondary school to meet future needs. 

Proposed grade structure

Scenario B adjusts our current three-tier structure to better distribute students across our facilities: 

  • Elementary: Kindergarten to Grade 6 
  • Middle: Grade 7 to Grade 9 
  • Secondary: Grade 10 to Grade 12 

Key projects and timeline

This roadmap addresses growth through a phased series of targeted capital projects: 

Phase 1: 2026-2036

  • Tweedsmuir “super campus”: Construction of both a new elementary school (1,000 capacity) and a new middle school (1,000 capacity). 
  • Capacity Management: These new builds are designed to handle district-wide enrolment pressures until close to 2036. 

Phase 2: 2036-2040 

  • Lord Kelvin Replacement: Rebuilding with a significantly larger capacity of 750–1,000 students. 
  • Hume Park: Opening a new elementary school and completing essential seismic safety upgrades. 

Phase 3: After 2040

  • New Secondary School: Building a new high school (location and capacity to be determined) to address projected over-capacity at NWSS. 

Project considerations

Scenario B will also involve actively securing land for Hume Park, RCAP/POWER, and the Fraser River Zone. Beyond 2036, we anticipate needing additional elementary capacity in both the Fraser River and Glenbrook zones, alongside the new secondary school.
